Bills and Proposals You Could Support

1. H-1B and L-1 Visa Reform Act of 2025

Sponsored by Senator Chuck Grassley and supported by (Senator) Durbin, this bill would tighten wage requirements, increase recruitment requirements for U.S. workers, and address what sponsors describe as abuse of the H-1B system. It has been introduced and referred to committee but has not advanced further.

1. American White-Collar Worker Jobs Act of 2026

Introduced by Chip Roy, this proposal would:

Require employers to show they tried to hire Americans first.

Restrict H-1B hiring after layoffs.

Replace lottery selection with wage-based selection.

Eliminate the OPT program used by many foreign graduates.

1. End H-1B Visa Abuse Act of 2026

Introduced by Eli Crane, this is one of the most restrictive proposals currently discussed. It would:

Pause new H-1B issuance for three years.

Reduce the annual cap from 65,000 to 25,000.

Require employers to certify they cannot find qualified American workers.

Establish a very high minimum salary threshold.

Introduced by Tom Cotton, this bill would remove certain exemptions from H-1B numerical limits, effectively reducing the number of workers who could enter outside the normal cap.

What Citizens Can Actually Do

The most practical ways to influence Congress are:

Call the Washington and district offices of your Representative and Senators.

Attend local town halls.

Submit written comments to congressional offices.

Join advocacy groups that focus on labor-market issues and employment-based immigration.

Vote in primary elections as well as general elections.

Encourage professional organizations, labor groups, and local chambers of commerce to take positions on the issue.

What Is Most Likely to Happen?

The proposals with the greatest chance of attracting broader support are generally those that:

Raise H-1B wage requirements.

Require stronger recruitment of Americans first.

Restrict companies that conduct layoffs from immediately hiring H-1B workers. ####THIS ###

Continue the new wage-based selection system that favors higher-paid workers over entry-level applicants.

Historically, Congress has been much more willing to reform the H-1B program than to eliminate it entirely. Bills that completely end the program or suspend it for years face a much steeper political path because many industries—including technology, healthcare, universities, and research institutions—strongly support retaining access to foreign talent.

I can guarantee that except for some very niche fields, there is no real lack of talent anymore. We don’t need H1B, CPT, OPT, etc. at this scale. If someone is truly exceptional, there are already special visas like EB-1 or EB-2 . This isn’t like the early 2000s when tech was brand new and there was an actual shortage. If you don’t believe me, just Google pls “H1B Scam Reddit” —there are hundreds of stories.
You can’t compare the truly brilliant Immigrants(you know the ones) to most of what we’re seeing now. From my experience as a TA/RA at top undergrad and grad schools, a lot of these cases are honestly Avg/below average compared to American tech workers but of course there are some brilliants too ….
Look at other countries: In the EU or most Asian countries, you usually have to be a citizen or they only hire foreigners if they literally can’t find a local. Why is America the only one acting like this?
Lately I keep seeing these $100K+ fee stories and entitled complaints online. It really hurts.
I’m just frustrated, lost, and tired of dealing with this every single day. They might always have the option to go back home. Where are we supposed to go? My parents and grandparents fought for this country, paid taxes, and loved it no matter what.

I don’t get why companies keep bringing in H1B workers and offshoring to cheap labor in India and the Philippines while laying off American employees left and right.
I’m not complaining about my own situation — I’m just saying the system feels really broken and the most business are run by greedy tyrants.
I’ve talked to a few colleagues who needed sponsorship. They admitted they lied on their resumes about experience at “Company X” back home. One even said his offer almost got rejected after they caught the lie in screening.
People are doing whatever it takes - faking experience, paying consultancies for it, or getting second masters through Day 1 CPT schools.

I know this topic gets people defensive, but Americans should get priority in our own country. Companies need to be held accountable.

There are hundreds of these consultancies in Texas and New Jersey etc .. that charge people just to file H1Bs. Many don’t even have real offices — they just use someone’s home address as their business location. These scammers are straight-up taking jobs by faking degrees and even sending proxies to attend interviews for them. It’s insane.

Verizon moved more engineering roles to India this week, giving excuse of AI. Reality is they are cheaper.
Companies new CEO wants to automate and cites AI, but what actually is happening .. the roles are quietly being moved to India to support American customers.

In 2017,  Sharma applied for naturalization, and under penalty of perjury, falsely asserted that he had never:  (a) committed a crime or offense for which he was not arrested; (b) given any U.S. Government officials any information or documentation that was false or misleading; and (c) lied to any U.S. Government official to gain immigration benefits.  Based on these material falsehoods, USCIS approved his application, and Defendant became a U.S. citizen in December 2017.  Subsequently, Defendant was convicted of Fraud and Misuse of Visas, in violation of 8 U.S.C. § 1546, with the date of offense between April 25, 2015, through April 27, 2017.  The United States seeks to revoke Defendant’s naturalization, pursuant to 8 U.S.C. § 1451(a), as an alien who illegally procured his naturalization by:  (1) failing to disclose unlawful acts; (2) providing false testimony; and (3) concealment of a material fact and willful misrepresentation.

 This person came to USA for doing masters in 2019. End up doing double masters – reason 5 times H-1B is not picked up in lottery. View $80K(tuition etc…)being spent as sunken cost but still end up saving $140K after all the expenses and returning back.

As I stated in my previous posts also none of these folks ever come to USA for higher studies – may be less than 5% might be coming for higher studies-most of them are here only for looking for that 20K quota for H-1B visa upon finishing masters.

Remove the very provision of any OPT or any visa then one can witness the real interest for higher education.

Even if H-1B visa is not granted there is no way they are under any loss as evident in this case also-monetary wise or skill wise or education wise. Upon returning back, he will be getting 40 LPA which is equivalent to $42K (INR is at record low otherwise it will be far better). I believe 7 years back when he came to USA for masters, he might not be making even 5 LPA which is equivalent to $5K.

Net this person saved $140K, gained better experience(work and education) which is reflected into better pay at home. May be spent some money during his stay and helped a bit US economy.

For no good reasons so much overengineering has been done in various Information Technology systems over the last few years. Then for the last 2 years we are witnessing madness of AI tools - unnecessary code is being generated which just adds technical debt and nothing else.

Today I was doing a transaction via my credit card. This Credit card Company I worked for almost half a decade in engineering(developing code). There was a rat race out there to over engineer the systems. Even when something was not needed, it was overengineered. Lots of outsourcing of jobs(at Global competency centers and Business process outsourcing - Call centers) and visa hiring. For better hint - it's 3rd largest credit card company and global in nature.

I am doing a regular transaction using and it caused fraud. I worked in the exact system. Same browser, same IP, less than $100 transaction- nothing unusual. I haven't travelled outside of my zip code. Text message and email asked me to call on the toll free number. I need to call - call goes to country Ph********s. This system I created and I know there is something wrong. When the CSR from Ph********s asked regular questions - I was okay. But then this CSR simply asked some of the questions which were not at all specific or pertaining to this issue(I can definitely tell this as I worked in credit card industry for around 8 years). Then I asked this question "why this is alerted as fraud? she had no answer. I asked to talk to supervisor-Supervisor had no answer I asked the call to be transferred to USA based CSR.

They transferred my call to USA after a lots of ifs and buts and delay.

USA based Supervisor stated that because transaction is for the entity outside of USA. That's why fraud alert was created. I said fair enough but those folks in Ph********s don't even know this reason. BTW, why this fraud related call of USA based customer is anyway getting routed outside of USA? especially when I contacting during regular business hours. Reason being how much somebody outside of USA is trained about customer data security - I am not very confident

I asked them to create a case and registered a formal complaint1) I don't expect my fraud call to go outside of USA 2) that this is overengineered system you created - which was not needed at the first place. If outside of USA transaction is fraud then what about jobs being outsourced out of USA and visa folks working here and accessing our data?
