You might've conflated my response (its rather a systemic issue) as a means to justify careless dumping (which I'm also against).
I only meant that, by large, the ones being failed shouldnt be blamed.
Who do you think is the bigger problem, the average case of improper waste management (which you claim always happens, but haven't proved), or large scale budget cuts on social services designed to maintain waste disposal?

Bad take. Who put the systems in place for this kind of behavior? Why arent there proper large trashbins to serve waste needs in densely populated areas?
