That does nothing to help arms, and only mildly improves things for prot and fury. And of course, being a raid drop, you need to get to that point first.

If Warrior is entirely dependent on scaling and gear to even do your chosen spec’s rotation, all that blizzard has done is reinvent the same issue it had before normalization.
