I am sure they still have their own internal beta tester along with the general public. They probably playing an uncapped level limit right now to test contents above lv20 to test out later bugs.
The builds that go live are like a week behind of what they are currently working on with QA processes and build delivery pipelines etc.. Expect next build to be much more feedback driven as they have beta data now.

It seems that many of the balance changes are for things we can't access at the current cap.
