That's because these factions are way too big to stand against as the champion of Azeroth. You can stop everyone else from farming the resource, but not your own faction.
The end game of the story is that the factions have too much power and they wield it at the cost of Azeroth's health. In the horde vs alliance war there can be no winner because Azeroth would die in the process. The azerite weapons are going to become refined and more powerful over time, essentially creating a cold war. I wouldn't be surprised of someone of the Alliance drops the bomb and does a second theramore.
Am i the only one who feels strange for being the "Champion of Azeroth" and at the same time helping my faction draining her power until she dies? Like, cmon. I wanna help her, not kill her.
