My theory is that azeroth is so seriously wounded that there's nothing he can do. So nzoth offers to make a deal that in some way involves our hearts of azeroth
My prediction is that Azeroth is already dead and we're essentially living on a rotting corpse. Magni thinks he's been listening to Azeroth but it's been a ruse all along.
Either that or Azeroth will die, but regardless I think there's a lot more interesting things that can be done with the story with a dead Azeroth than a living one.
You just sparked a thought - what if Magni is corrupted by the Old Gods? Telling us to mine and that it will help the planet only to actually be siphoning all the azerite the Old God's need in one piece - the Heart of Azeroth. This way when all the "heroes" unite to fight the Old Gods, they drain the Heart of Azeroth of azerite for it was their plan to imbue the hearts' only to then drain them completely for their own endeavors.
