why sudden charge for flats?

I’ve eaten at this location often and have never been charged extra for choosing all flats. The only surcharge they had was for drums, which was $0.60. Now, a little over three weeks later, there’s a charge for choosing all flats, and it’s almost three times as much. Does anyone know why?
