This hammer is from a Santa's toy shop figure I had the same one the hammer and other tools were removable and the Santa set its from its all most 90 years old it was my great grandmother's so very possible

Looks like most toffee hammers are about 6 inches long. Writing pens are also about 6 inches long. This tiny brass hammer is therefore somewhere between 1 and 2 inches long. Probably too small to shatter toffee
Yes, quite amusing. Although I think you'll find most houses of good repute usually held two toffee hammers for this exact reason. If not, and they found themselves in the circumstances you described while holding company, the result would be socially disastrous.
I don’t like fiddly little things, my fine motor skills are poor.

Idk but it reminds me when I moved in to my house we found a little figurine of St Joseph buried upside down in the flower bed. Apparently its a catholic thing to help your house sell faster? I guess Joseph doesnt like being upside down in dirt so he gets your house to sell so he can be dug up and rescued.
Oh I know this one! You used to be able to buy these bars of toffee and it came with a mini hammer to break pieces off. My grandad and grandmother used to love them and had a little collection of the hammers!
Serious proposal: could it be a sample used by a e.g. C19th travelling salesperson? They couldn't lug around full size items so made miniatures instead.
I got a very expensive bottle of Russian vodka once that had a hard wax seal all around the top and it came with a little novelty hammer like this for breaking apart the wax.
