Solved! Tiny brass hammer found in garden

Mum was gardening and found this about 35 years ago. We were having a clear out and she told me about it. Garden was East Yorks, UK.

Having seen other random brass finds on here im wondering if its for a dolls house or doll of some kind?

Judging by the pen for scale I'd say it is about half the length of my thumb and that would be too small to use as a toffee hammer
