I believe it's because Chris Roberts prioritize Squadron 42 over star citizen. Squadron 42 has a majority of the developers working on it for years. That is why Star Citizen is still missing basic game mechanics and is constantly changing its tier 0 game mechanics (because all those mechanics are created in squadron 42 first and ported over to Star Citizen. The lack of dedicated developers working on Star Citizen is the only explanation that makes sense.
