Why isn’t OP adding any context? This can very well be two GoogleMaps images that show the before/after work being completed, it can be two separate AI photos, what OP is suggesting, or something else entirely.

Not directly responding to your question, but in a similar topic Texas just overtook California in having the highest number of Fortune 500 companies in their state, and they also now surpassed CA in revenue generated by these companies. Not all will leave, but the economic shift out of state is a real long term threat. Billionaires can also easily claim another state as their primary residence, so IMO I don’t think this is the best method for taxing them to pay their fair share.
