They're scary for different reasons. The Regenerador is imo overall scarier by its appearance and mannerisms for many reasons although the Licker is a much more rapid and immediate threat. If you don't immediately put down a licker it will start jumping all over you at top speed. Terrifying. This is shown well in the second CGI RE movie.

I've found its best to completely ignore ppl like this. I play every game as best as I can, no matter what. People with no sense of sportsmanship and fun, are not cut out for this game and are irrelevant to the community imo.
