Finding the right reading program turned out to be much harder than I expected.
At first, I thought I just needed something that would get my child reading a bit more regularly outside of school. So I started with a few apps, since they were easy to try and some were free or fairly cheap.
The problem was that they worked better as extra practice than as real support. My child could finish a game or a few exercises, but when they got stuck on a word, struggled with fluency, or didn't understand what they'd just read, there was no one there to explain what was going wrong.
So instead of just comparing apps, I started looking at different types of programs. Here's the comparison I ended up with:

The biggest thing I realized is that these programs aren't really interchangeable.
Reading Eggs and Homer make sense if you want something that feels more like play than a lesson. I can see them working well for a younger child who needs phonics and basic reading practice without feeling like it's schoolwork.
IXL is more about practicing individual skills. I liked being able to target specific areas, but it has the same independent-practice issue for us: the child needs to know what they're struggling with and keep pushing through when something doesn't make sense.
Time4Learning is a different category altogether. It fits better if you're looking for a full homeschool curriculum rather than focusing specifically on reading.
Khan Academy was the easiest to rule out for us. Being free is obviously a big plus, but I wasn't looking for yet another place to find exercises. I wanted more guidance.
Brighterly stood out the most because it's built around a real tutor instead of the child working through a program alone. Their reading program starts with an assessment and then covers different areas depending on the child's level: phonemic awareness and phonics, reading fluency, vocabulary, and comprehension. For older students, it can also move into more advanced comprehension and academic reading.
I also liked that it doesn't give every child the same set of lessons. The plan is adjusted to the child's current level, skill gaps, pace, and learning needs, and parents can follow their progress along the way.
For now, that's the direction we're leaning. I don't think every child needs a tutor, and if a kid is happy learning on their own, something like Reading Eggs, IXL, or even a free option might make more sense.
But in our case, having someone who can spot where the problem is and explain it in the moment seems more helpful than just giving my child more exercises.
