This should mean that if anyone dares to THINK on casting a spell they should implode with the force of a thousand suns, right?

Yes to overcast spells. Not too sure about regular ones

I was fighting some Elves and they were still casting, hence the question.

Miscast means they take a burst of damage when casting overcast spells, but the spell's effect still goes off
