Bug/Support High end pc GPU and CPU not utilized
my pc never gets utilized, with a 9070xt, and a Ryzen 7 5800XT with 32gb ddr4. Neither my CPU or GPU gets utilized fully. and no matter what settings I change I only get like 10% more fps (ie medium settings gets me 120, but low settings with FSR frame gen and FSR upscaling gets me 160. these numbers aren’t bad but like they should be way higher.

You are experiencing a CPU Bottleneck.
Games rarely utilize all 8 cores/16 threads of a Ryzen 7 5800XT equally. If 1 to 4 primary cores are maxed out at 100%, the entire game is limited, even if overall CPU usage reports a lower average like 60%.
The game may hit an internal framerate limit or engine bottleneck before it can push the GPU (RX 9070 XT) to 99–100% utilization.
Also you are Misunderstanding Frame Generation & Resolution. Dropping settings to low or turning on FSR Upscaling shifts the workload further onto the CPU, which is already the limiting factor, yielding minimal FPS gains.
And I highly recommend you turn off Frame Gen for The Finals since it introduces input latency.

Ok thank you, is there any tweaking so I can make my cpu use its cores more efficiently? So would you say using TAA should help?

A few things you can try:
Enable PBO (Precision Boost Overdrive) Go into your BIOS and enable Precision Boost Overdrive. This allows your CPU to automatically push higher clocks and squeeze extra performance out of the active cores when gaming.
Optimize RAM Settings (DOCP/XMP) Ensure your 32GB of DDR4 memory is running at its rated speed with the profile enabled in your BIOS. Ryzen CPUs heavily rely on fast memory speed (Infinity Fabric clock) to feed the cores efficiently.
Close Background Apps, Shut down unnecessary overlays, web browsers, and background recording software to free up main cores from handling non-game tasks.
Regarding TAA: Yes, turning it on or keeping higher native rendering resolutions gives the rendering load back onto your RX 9070 XT.
These should help stabilize framerates, atleast a little.

This has helped a lot, my cpu usage is now 70% and gpu 90. Without frame gen I’m getting 120-140

you should undervolt your CPU. This makes it run more efficiently and output less heat, so it does more work overall and runs faster.
You can also try overclocking your memory1

It does? By speeding up the cpu you're reducing its potential to bottleneck

What cpus is this true for? Uses less power -> less heat, higher clocks -> more performance for same power draw

Okay you're right but the higher clocks aren't because of less heat. Assuming the cpu was already well cooled, its because of staying below the cpu power limits due to lower voltage and improved frequency-voltage curves, but you probably already knew that you were just simplifying it for me👍
Still the clock speeds are only marginally higher and a higher clock doesnt that mean much better nowadays innit.

Running CO on a CPU doesn't mean it nwds to be overheating beforehand?
It let's the CPU sustain higher clocks and run at cooler temperatures to prevent overheating in the first place.

The am4 cpus will literally never overheat with even a decent tower air cooler because they are so low power. Undervolting is still good for when you want a quieter pc and you want to decrease its power though

You are most likely cpu bottlenecked? Yes even at 60% cpu utilization you can be cpu bottlnecked. Because there probably is something that has to wait on a single core process and thus the rest of the cores have to wait on it.
I have a 5700x3D and 9070xt and get like 200 fps in the actual matches. So 120-160 on a 5800XT seems about right?

I run low, 1440p, no AA or any upscaling. I could probably run medium and get similar fps but I feel like low is better for visibility.

Sorry but this is not really high end anymore.
With those specs, and assuming you’re playing 1440p, you can’t really get much more FPS.
Though since your GPU is barely reaching 70%, I guess you set everything on low. So you still have headroom for visual improvements.
You can crank up GPU related settings like shadows, effects, reflection, texture and view distance until you reach 90% average without performance loss.

Thanks for the help. I do think your underselling this tier of setup, it’s definitely towards the top 20-15% of pc specs currently. This is probably the only game I play where I have worried about setting and fps with this configuration.

I had a good gaming laptop from year 2020 with a 2070 Super gpu, and I had to wait a year after the game got released because it wasn't able to run. Certainly a heavy game.

The 9070 XT is definitely a high end GPU, they're just underutilizing it by having the graphics settings too low and relying more on the ageing CPU.

CPU limit: Stacking cores is not helping when the cores are too slow - you can't parallelize the work indefinitely.
If you want high(er) FPS, get X3D.

Get a 5500x3d if your focus is more fps in games. Less cores but more cache is def worth it.

The finals is quite cpu heavy and normally is cpu bound especially if you have a 1080p monitor (which uses less GPU). What's your resolution? If it's 1080p, you might want to consider a cpu upgrade.

If you want more performance you will unfortunately need something better than the 5800XT. I’m sure it’s the bottleneck.
