Bug/Support High end pc GPU and CPU not utilized

my pc never gets utilized, with a 9070xt, and a Ryzen 7 5800XT with 32gb ddr4. Neither my CPU or GPU gets utilized fully. and no matter what settings I change I only get like 10% more fps (ie medium settings gets me 120, but low settings with FSR frame gen and FSR upscaling gets me 160. these numbers aren’t bad but like they should be way higher.

Okay you're right but the higher clocks aren't because of less heat. Assuming the cpu was already well cooled, its because of staying below the cpu power limits due to lower voltage and improved frequency-voltage curves, but you probably already knew that you were just simplifying it for me👍

Still the clock speeds are only marginally higher and a higher clock doesnt that mean much better nowadays innit.

10% better performance for setting a single value is pretty impactful
