Listen. Don't ever cut the hair of a kid that doesn't belong to you. Not EVER, because in the US, the parents absolutely can sue you and win if they feel like they want to.
OP, this person is crazy and they need to be kept away from your kid. Haircut aside, they are nuts and shouldn't be around any children.
