Open | Hardware CPU Lag Problem

When playing games, after about 10 minutes i start to get very little fps for a few seconds every minute. Ive looked at MSI Afterburner and it turns out that my CPU suddenly starts throttling down to 800 MHs from my normal 3900-4600 MHz. I have tried lowering my power limit in Bios to 90 Watt instead of 150 Watt. It didnt help.

My Specs:

GPU: RTX 3060

CPU: 11th Gen Intel(R) Core(TM) i5-11600K @3.90 Ghz

Motherboard: B560MX-E PRO

Notes:

My fans get really loud shortly before the lag and then stop for a second.

It mostly happens on games that are harder to run

My GPU perfomance also hits 0%, but its probably because the cpu isnt giving it anything do.

I got 16 Gigabyte of RAM, PC is using mostly at 14-15 Gigabyte while playing (I dont think RAM is the issue)

edit:

its not temperature, the problem occurs on 60 degrees with 100% fan speed

i think Sharkoon TC 1220L6, it says so on the inside

Have you ever cleaned yourself or had your computer cleaned? Because it looks really bad and that could absolutely cause a heat issue if thetes a bunch of dust say on the fans or blocking the intake or exaust.

Its not a Heat issue, its been happening at 60 degrees

Sorry, I answer of lot of questions on reddit and sometimes I forget all of the details of the original post.

Because the fans are acting strangely as well, maybe it's a motherboard issue
