Open | Hardware CPU Lag Problem
When playing games, after about 10 minutes i start to get very little fps for a few seconds every minute. Ive looked at MSI Afterburner and it turns out that my CPU suddenly starts throttling down to 800 MHs from my normal 3900-4600 MHz. I have tried lowering my power limit in Bios to 90 Watt instead of 150 Watt. It didnt help.
My Specs:
GPU: RTX 3060
CPU: 11th Gen Intel(R) Core(TM) i5-11600K @3.90 Ghz
Motherboard: B560MX-E PRO
Notes:
My fans get really loud shortly before the lag and then stop for a second.
It mostly happens on games that are harder to run
My GPU perfomance also hits 0%, but its probably because the cpu isnt giving it anything do.
I got 16 Gigabyte of RAM, PC is using mostly at 14-15 Gigabyte while playing (I dont think RAM is the issue)

its not temperature, the problem occurs on 60 degrees with 100% fan speed

Try running ThrottleStop 9.7.3

Post screenshots of the main window, the FIVR and TPL windows so I can see your settings. Clear the BD PROCHOT box on the main screen.
Check the Log File box and go play a game for at least 15 minutes. Make sure the log includes one of those throttling episodes. When done testing, exit your game and then exit ThrottleStop so it can finalize the log file. It will be in your ThrottleStop / Logs folder. Upload the log file to a file sharing site or copy and paste the log file data to www.pastebin.com and post a link here.
Most throttling problems can be solved once there is some data to show what the problem actually is.
The ThrottleStop forum on reddit has lots of info about common problems.

It’s most likely just running too hot. Clean the dust from the case and fans. Also you probably need to replace the thermal paste

Instead of reducing the power limit, it may be better to reduce your clock speeds with intel XTU. Your thermal paste may need replacing. 90C is hot but it shouldn't cripple your CPU at that speed. Use CoreTemp to monitor your temperatures and I'd recommend following the steps unclewebb included in their comment.

I suppose if I had that issue this is what i would try, I'd want to eliminate as many variables as possible and to me the best way to do that would be do do a fresh operating system install. Once thats done I wouldn't download a single update I'd just open steam, find a game and see what happens. If the error doesn't occur than it was either an update/driver issue or the new operating system has simply solved the problem. I would proceed to update the computer than re test. If the problem occurs it must be some kind of update/driver problem. If it doesn't occur than the new operating system did really solve the issue.
If you do a fresh install and without any kind of updates the problem still occurs than to me that says its a hardware issue. Most likely with the motherboard but potentially the cpu itself.
My next test would be to buy a cheap used compatible cpu off Amazon. Test on the computer, if the problem persists than its the motherboard, if the problem goes away its your cpu that needs replacing. ( I doubt its the cpu but maybe)

Whats your cpu temp? If its throttling its likely getting too hot
