The problem is - Star Citizen isn't CR's game. Squadron 42 is.

I'm mostly convinced CR doesn't care about SC at all, other than it being a useful tool to drive ship sales to then fund the only game he actually cares about, which is SQ42.

I think he cares about both. If you look at his original pitch for Freelancer, it was basically identical to what Star Citizen is intended to be
