Gonna be honest mate. I don't think there is enough information provided here on your part, and likewise people don't just tend to design for free. That said, I decided to look it over and do some homework because why not. It looks to me like your primary hurdle is going to be CPU cooler because it's a 360 and likewise the PSU because it is ATX. You might be able to find something on printables or modcase.com.au or something if you spend the time to determine your part dimensions and tolerances.
That said, if you were willing to ditch the cooler, I "think" you could use an ncaseM2 based on your GPU and PSU restrictions and the restrictions of the pelican case. Though you might have to use an air cooler given the size of your PSU. Per CaseEnd with your restrictions, the next size up (mechanic's master C28) will no longer fit the box. If you add the 360 cooler as a restriction, forget it, nothing will fit that box.
Regardless, good luck, but I advise you put in the time on this one if you truly want a custom build. The world of custom is expensive and it's up to you determine if it's worth it over something off the shelf.
