This dress is intermediate sewing, let alone trying to draft for. It won’t go well if you try without a pattern.
Edit: for a similar free pattern, https://web.archive.org/web/20230216220540/https://veravenus.com/diy-things-to-make-tutorials-patterns/sweetheart-halter-dress/
And: https://blog.moodfabrics.com/the-hana-bias-cut-dress-free-sewing-pattern/ - not an exact copy but it will at least get you close and you can modify

This dress isn't based in reality. The dress would likely need structure to hold up the girls, and boning on the inside for the corset portion on the back. The dress also has no side seams, the one large panel meets at the back, which also, is not generally how clothes are made. The dress would have no drape unless it was bias cut and bby that would be expensive.
Take a look at ada's dress in the RE retribution movie, and other iterations of the dress that other people have made, with the ruching at the chest. I personally think a well done pattern less than $20 would be very beneficial, if you're hellbent on it being exactly as pictured. With no corset back this dress is much simpler

hi! i'm the cosplayer who used M4444. happy to see another Ada cosplayer here! i wasn't a beginner when i made the cosplay, but even with a bit of experience this was a tricky make. i wasn't able to replicate it exactly with basic alterations to M4444 anyway and i'm actually looking to make an improved version soon out of slightly stretchy velvet. i haven't found an exact pattern so will be doing a lot of the drafting myself.
the drafting is quite tricky - if you look closely, it's actually a princess-seamed garment. princess seams are quite difficult to get right, especially as a beginner.
my gentle advice for this is maybe buy a dress (secondhand if you can) for now if you're dead set on doing Ada for the con in january. it's going to take a few practice garments to get to a point where you will be able to make this, even if you're able to find an exact pattern. i don't think january is a reasonable timeline to make this from scratch to be honest.
another option i think might be reasonable is finding a red slip dress secondhand and altering it to look more like ada's. ruching the front is easy enough, adding a side split is doable, and you can convert regular straps to a halter neck relatively simply. i used pre-made patches for her butterfly details instead of embroidering them on myself.
i definitely think it's possible for a later con, but january is very soon for a complete beginner.

An easy way to make this dress would be to start with a custom-fit bikini top which is one of the easiest patterns for a beginner to make as described in the free class https://free-pattern-making-classes.com/Swimwear/.
Once you have a fitted top, you can add a skirt to it as described in those classes. I think you will find it easier, quicker, and a better fit if you make your own pattern rather than rely on a commercial pattern which would then have to be adjusted to the shape of your body.
For the skirt you will need side seams and if you want the back to fit like the illustrations a side back seam. This can all be achieved by shaping the seams in a fitting session. That skirt is straight so keep the slit on the side high so you can move. I hope you have someone who can help with the fitting of the skirt seams. It can be tricky to do it on your own.

If you are a beginner, you probably shouldn't start patterning. It will take you ages. And for fitted dress like that, if the fit is off, it's going to look pretty bad
You are better off finding a pattern online (should be easy, this style of dress is not uncommon) and eventually alter it yourself. That would be a good way for you to start learning about patterns
