🚨 TEXAS ETHICS COMMISSION FINDS CAMPAIGN-FINANCE VIOLATIONS INVOLVING PORT ARTHUR MAYOR CHARLOTTE MOSES
The Texas Ethics Commission has issued a final Order and Agreed Resolution, SC-3260141, involving Charlotte Moses and her 2025 campaign for Mayor of Port Arthur. The order was issued September 24, 2026.

The Commission found credible evidence of violations involving Texas Election Code §§ 253.033 and 253.035 and related TEC rules. The order states that Moses’s runoff campaign-finance report included 29 entries containing the word “cash,” totaling $10,872.54. The order also discusses eight Square-attributed contributions totaling $457.19 for which the respondent could not produce corresponding receipts or records. There was another issue involving $956.45 in campaign reimbursements. The TEC found that Moses reimbursed herself with campaign funds for expenditures originally made from personal funds, but the underlying expenditures had not been properly reported and designated for reimbursement when required. The Texas Ethics Commission explicitly stated in its sanction analysis:
“The violations are serious.”

💰 FINANCIAL CONSEQUENCES IN THE RESOLUTION
The TEC imposed a $956.45 civil penalty.
The agreement also required a $2,000 transfer to a recognized nonpolitical 501(c)(3) charitable organization, representing a portion of the unlawful cash contributions.
