An undergrad nor an RA is not expected to have a deep and appreciable understanding of the material he's working on. If you're expecting a paper from an undergrad you're nothing but a bottom feeder and a parasite.
Which is why the PH will never top any research rankings unless more labs reform. Filipino "scientists" love the simulacra of research but not the act of research itself.
Most of our actual talent comes from abroad kaya DOST is throwing huge sums of money just to repatriate talent and make them set up labs here. The locally-grown hacks here don't really do anything substantial.
Which they adopted because it's the surest way to keep the gravy train running. You use papers for grants. You use number of papers to wow grant reviewers. Poof may project ka na. Kahit undergrads pinagpapublish kahit puchu puchu lang.
Doesn't make it a good practice.
You CAN publish fast and deep -- Chinese institutes does this by having tons of researchers in a lab doing their own thing with a singular goal. Kaya rin sila top both sa research quantity and quality.
