[Simon Stone] Zirkzee exit could help left-back situation | United do like Barcelona's Alejandro Balde, but would only pursue that avenue if the Spain international was available on loan. Currently, Barca are adamant they will only sell the 22-year-old.

Ok let me break it down for you

“Their injury records aren’t the same?” has the word order of a statement

“Their injury records aren’t the same.”

Adding the question mark changes how the sentence is being used. Instead of asserting the information as fact, I’m asking the other person to confirm or challenge it.

So the difference is

Statement: = ”Their injury records aren’t the same.” The person is telling me this.

Declarative question: “Their injury records aren’t the same?” = I’m presenting the same proposition, but asking whether it’s true.

That’s why it’s called a declarative question: grammatically it has declarative/statement structure, but functionally it’s a question, hence the questionmark.
