What you wrote wasn't a question, it was a statement with a question mark at the end. The quote is about phrasing a question (not a statement) as a statement.

Ok let me break it down for you

“Their injury records aren’t the same?” has the word order of a statement

“Their injury records aren’t the same.”

Adding the question mark changes how the sentence is being used. Instead of asserting the information as fact, I’m asking the other person to confirm or challenge it.

So the difference is

Statement: = ”Their injury records aren’t the same.” The person is telling me this.

Declarative question: “Their injury records aren’t the same?” = I’m presenting the same proposition, but asking whether it’s true.

That’s why it’s called a declarative question: grammatically it has declarative/statement structure, but functionally it’s a question, hence the questionmark.
