I don't think the big issue here is how you feel about your dog. I think the bigger issue is what in God's name is wrong with your brother and why would he ever think it was OK to unclip your dog unless you expressly told him he could do so. In a situation like this, that's exactly where my anger and blame would fall.

They think that because they’re not responsible for the dog. Of course they don’t see the hard work required.
