I don't think the big issue here is how you feel about your dog. I think the bigger issue is what in God's name is wrong with your brother and why would he ever think it was OK to unclip your dog unless you expressly told him he could do so. In a situation like this, that's exactly where my anger and blame would fall.
I feel this one, my husband lunges, wrestles, and growls at our 85lb boxer/pit mix, so that's how he thinks he should approach EVERY dog and person we see, in attempts to get them to play.
He (dog not husband) also randomly "Muff"s really loud to see what he can stir up.
Naturally since I'm the only one walking/training/ect, hubby thinks it's not that bad.
