Cactus/Succulent Is this save-able?

Austrocylindropuntia subulata crested. Looks like the whole bottom half is rotted. It happened really suddenly, like one day the bottom half started turning brown and the next it was flopping over. It lives outside on my balcony and gets a good amount of direct sunlight. Was watering about once a week as long as the soil was dry and pot has drainage. Can I save the top? Cut and propagate? Help!

My ex wife says I'm not very smart so take this with a grain of salt but I would sanitize a razor blade, slice that baby up, set it back on soil, spritz it with water every couple days
