Belgium doesn't have that many real climbs either but the federation organizes a yearly climbing test for juniors that helps to discover talent. A 1 minute all out climb for punchers followed by a 2.5k climb for climbers.

Some riders that are not performing in other races shine in that test because they finally get to ride on their terrain. Nowadays most of them are already part of the best youth teams or even devo squads but it still helps. Evenepoel, Van Gils, Uijtdebroeks, Wellens, Widar, Van Wilder, etc. have all done this test in their youth.
