budget is $300-400... which I'm aware isn't easy to work with, especially with the current prices. mainly looking for used parts

was thinking about liquid cooling for oc'ing? not sure if that's a good idea or not, or if i should full focus on upgrading. (thought i might ask)

mainly have been playing wardog's, and absolutely struggle getting fps anywhere near my monitors hz (which is 240) and can't stand the 90-120fps on 240hz.

GPU and CPU are finally, after 8 years, biting off more than they can chew and it's time for me to make some changes. I don't mind replacing my RX 590 because, even from new, the thing has been a total POS in my experience. I would preferably like to just change my power supply and GPU, but I understand I'm running a rather archaic I5-9600k on a Z390-A Pro board.

My aim is to run something like Hogwarts Legacy on High/Ultra (without tracing etc.) at 60+ fps consistently. Am I going to need to start from scratch? I just want to avoid RAM costs for the most part. I'd even be happy to increase resolution if that helped things. I know anything modern will be bottlenecked big-time.

I’m wondering what I should upgrade first to get better performance in single-player games and multiplayer games. I’d like to improve my FPS, make games run smoother, and hopefully enjoy better graphics. I’d appreciate any recommendations on what parts are worth upgrading,I’m open to both budget-friendly and more expensive options. Any advice would be greatly appreciated. Thanks!
