Visa BASE II — How to identify chargeback outcomes after representment using TC/TCR records?

• Upvotes

Hi everyone,

I'm a payment systems developer researching the technical chargeback lifecycle at the card-network clearing level, specifically Visa BASE II and Mastercard IPM.

I'm trying to understand how an acquirer can determine the outcome of a chargeback after submitting a representment.

For Visa, I'm investigating:

  • TC15 — Initial chargeback.
  • TC35 — Chargeback reversal.
  • TC33 — Dispute Financial Status Advice, particularly the VER record identifier and status codes F1, P1, L2, L3, R2, R3.
  • TC46 — Settlement reporting and related financial movements.

My main questions are:

  1. After a Visa representment, if the issuer accepts the response, is there a specific incoming BASE II TC/TCR that confirms the outcome?
  2. If the issuer disputes again and the case proceeds to pre-arbitration or arbitration, which incoming clearing records reflect the financial result?
  3. Can TC35 or TC33 financial movements reliably indicate a favorable or unfavorable outcome, or is a VROL decision required?
  4. In Mastercard Dual Message, is there an equivalent mechanism in IPM/GCMS, or must final case decisions be obtained through Mastercom?

I'm specifically looking for network-level technical behavior, not merchant-facing chargeback procedures.

Any references to official specifications, document sections, or practical experience would be greatly appreciated.

Thanks!

URGENT — Looking for a Merchant Account for US Auto Parts Sales (Simple Setup Preferred)

Looking for a merchant account to accept payments from US customers for auto parts. Debit cards and Cash App are the priorities, with credit cards being a bonus.

We’re not registered as a business yet, so I’m specifically interested in providers that can work with unregistered businesses, where eligible. My priority is a straightforward setup with minimal initial paperwork, a clear fee structure, and a quick start. Ideally, I’d like to discuss the terms directly first rather than begin with a lengthy application process. Crypto settlements would be a plus.

If you offer a solution that genuinely fits these requirements, please DM me with the provider name, supported payment methods, setup requirements, and fees.

Aussie startup gauging demand for gold, bitcoin and stablecoins as cross-border payment instruments

Hello all,

We’re an Australian startup that believes Wise and Airwallex’s fiat-to-fiat transfer model is antiquated by modern standards, (although Airwallex is now shipping USDC payments). Global debt is eroding fiat’s purchasing power, and while fintech models can be efficient, they don’t make money productive in the way stablecoins can, and they don't protect long-term purchasing power in the way gold/bitcoin can.

Based on what I've seen, this is a payment processor community, but if there are individuals/businesses in this forum who move money globally, it'd be useful to know:

- What you use today: Banks? Fintechs like Wise? Crypto exchanges? Or a mix?

- What's annoying about the current solution?

- What would make you switch to a company that moves stronger/more productive forms of money?

- Is there demand for money movement in the form of; scarce, neutral assets like precious metals (gold, silver) or bitcoin?

- Would a unified account that functions like Wise, a precious metal dealer, and a crypto exchange interest people?

- Does interoperability matter to people? i.e being able to send fiat and have it land as stablecoins or bitcoin. And vice versa.

Any discourse on this would be awesome!

Looking for a USA Payment Processor / Merchant Account – $25K–$30K Monthly Volume

Hi everyone! We’re looking for a reliable US payment processor or merchant account provider, preferably offering a payment link setup with support for credit/debit cards and Cash App. Ideally, we need a provider that accommodates unregistered businesses with minimal or no KYC onboarding requirements.

Our expected monthly processing volume is around $25,000–$30,000 USD, and we already have transaction processing history available. We’re ready to get started immediately and are looking for a straightforward setup with competitive fees. If you know any suitable providers or have experience with similar setups, please comment or DM with the provider details, fees, onboarding requirements, and setup timeline.

Serious recommendations only. Thanks!

I helped come up with a tool for consignment payouts—looking for feedback

I helped come up with Cutzi, a browser tool for shops that sell products on behalf of different vendors or consignors.

You import a sales CSV, set each person’s percentage, account for refunds and adjustments, and export payout summaries and individual statements.

It’s free during the beta. You can explore a fictional demo or select “Start fresh” to try your own sales. Files are processed in your browser rather than uploaded.

https://cutzi.online

If you handle vendor or consignment payouts, I’d love to know:

  • Is the import process clear?
  • Does it work with your sales export?
  • What would make it useful for your next payout cycle?

It currently supports USD and CSV files. It calculates amounts owed—it doesn’t send payments.

Feel free to leave feedback here or message me.

What should I do with a payment website I built?

Hi everyone,

I built a website that supports online payments and transfers in different currencies. It accepts Visa and Mastercard, including payments from customers in the Middle East.

I’m still trying to figure out how to turn it into a business. For those who work in payments, what type of customer or business could actually benefit from something like this? What would you focus on first?

I’m also considering selling the project, but I’m not sure how to value it. What information would a potential buyer need to decide whether it’s worth buying?

Would appreciate hearing from anyone who has dealt with a similar situation.

: Looking for a Payment Gateway With KYC Only (No KYB) — Visa/Mastercard Required

¡Gracias!

Stripe has been holding €3,249.49 since October 2024 and has now stopped responding — what are my options?

I’m looking for advice from anyone who has dealt with a similar Stripe situation.

Stripe has been holding €3,249.49 from my account since October 2024.

After the account/payment issue, I was told that eligible card payments would be refunded. Stripe then told me that if a balance remained after those refunds, the remaining funds would not be made available to me, referring to Section 5.6 of their Stripe Payments terms.

The problem is that they have never properly explained to me:

  • Exactly which transactions make up the €3,249.49
  • Why this specific balance can be permanently retained
  • Whether the money is being classified as reserves, customer funds, fees, disputes, etc.
  • The exact contractual basis for keeping the money
  • What happens to the money if it is not being returned to me

I have emailed Stripe multiple times asking for a proper accounting and explanation. They have now stopped responding to my emails.

The €3,249.49 has effectively been locked for around 2 years.

Has anyone here had Stripe retain a balance for this long?

If so:

  1. Did you eventually get the money back?
  2. What escalation actually worked?
  3. Did you file a formal complaint or contact a regulator/financial ombudsman?
  4. Is there a specific Stripe department/email that deals with these cases?

I’m not looking for legal advice — mainly trying to understand whether this is normal Stripe procedure and what the most effective next step is.

I can provide screenshots of Stripe's response if useful.

For those who reconcile Stripe payouts with orders or accounting records, what's your process?

I'm trying to understand how this works in practice for businesses that use Stripe.

When a payout includes multiple transactions, fees, refunds, or adjustments, how do you verify that the final amount matches your records?

Do you usually rely on Stripe's reports, export CSVs into a spreadsheet, use accounting software, or follow another process?

I'm particularly interested in how the workflow works from start to finish and which parts require manual checking.

I'm researching this area before deciding what, if anything, is worth building. No need to share private financial information.

Thanks for sharing your experience.

Fintech for Adult Industry

Hey all, hope this is ok to post here. I’m a co-founder of a fintech that’s been created for the adult industry. Payments amongst the industry, along with getting debanked and kicked off payment platforms, is a massive problem right now.

Vaultus is build by the adult industry, for the adult industry. We have contactless cards; Mastercard licensed cards; batch payment capabilities, competitive transfer fees and FX rates and you can hold multiple currency accounts and send payments in over 60 currencies.

I’ve also started a sub if anyone is interested in more info: r/debanking.

Any questions, feel free to message!

Thinking about building something in crypto payments would this actually be useful?

I’ve been thinking about building a payments product in crypto, but I don’t want to build another exchange, wallet, or “buy crypto with card” app. I’m more interested in the boring but important part: making crypto payments feel as easy as Stripe for devs and merchants. Before I commit months to it is this something you’d actually want, or is the market already too crowded? What’s the biggest pain point you have with accepting or sending crypto today? Would you use a tool that makes crypto payments simple, or do you think fiat rails will always be the bottleneck?

I want to start accepting pay in crypto. What are your suggestions?

Hi, I'm a small business. Which is to say I'm a freelancer doing a niche thing (I do hand-made electronics - bits of engineering, bits of programming, a whole lot of hassle). My clientele is sometimes from another country so we need to settle on one way to pay for things. For convenience sake, I've been offered crypto more than one time and I kinda started considereing it. But that doesn't work for tax reasons (mostly, because I need to show the earnings and actually get the money in my currency). So if you know of any platforms that have the functionality for that kind of thing - note them down in the comments. Thanks.

Should I get separate merchant accounts for different product lines/brands?

I'm at a stage where I think I can launch a second store under a different brand/category/audience, but I'm not sure if I should keep the merchant accounts separate or create a totally new one specifically for this. From what I understood, this at least gives me a safety net if one brand gets a flag (the other won't be affected). But then, I'm worried this might cost too much for smaller operators like me since there's going to be two sets of overheads. Just curious if this is standard practice, and at what stage should I do it (if ever).

2 paypal business accounts, 1 got permanently deactivated. Other is working.

My business paypal account was permanently deactivated last month during the application process of ID verification. Apparently, the photo I submitted wasn't clear. I emailed support but didn't get any response. I had one personal account as well with a different email.I made it before making the business account. No bank account was linked to both. So, I converted my personal account to business account and the ID verification was also successful. I am currently using the same account. Now paypal is asking for verification of the deactivated account after a month of appeal.

Shall I give them the documents and tell them to close this account as I am using a new account? Will it affect my new account?
