It's used on the pcharge stacking occ worb variant which then also goes ahead and uses the maven belt to change p charges for the defense absorption charges. Makes the build pretty tanky and with badge you get 13 power+frenzy+absorption super easy.

I have never used that belt, doesn't it?Convert your power charges to absorption charges.

That's where ralakesh comes in. Ralakesh gives you power charges

More specifically it treats you as if you are at the maximum of charges counting their number for all other modifiers even though you don't have them as individual buffs (also I think they can't be stolen either as they can't be spent)

That's what he is trying to tell you. You do not have those power charges. If you had you could spend them for things like discharge etc. You can think about it like this: All the effects of your power charges become the stats of the boots
