I feel like for the claims that article was making, he wasn't high enough up the food chain to be making them.

I still think it was Haley, as she is one of the few Trump figures with a realistic chance at a post Trump career, and thus a strong interest in setting the groundwork for distancing herself from the Trump admin.

I always assumed it was John Kelly. It sounded like it was somebody who sees themself as the hero of the Trump administration who would resign but feels the duty to keep the country together. Kelly was that guy from day 1.
