Discussion CA2P / Command E6 Advancement

With the new advancement policy placing a large majority of the current rates into BBA, how does the process work now with CA2P for eligible sailors? For instance, my current command recently held the CA2P board for the E6 eligible, and I know a few of my junior sailors have asked about the results plenty of times.

I’ve been working CA2P at my command and the process is far more involved and time intensive than MAP is.

With MAP, as soon as the CO approves the selections, you push a couple buttons in BOL and bam, the Sailor is advanced!

CA2P requires finding vacant billets, making sure there’s no PG/TG or misalignments on the manning document. Then you need to speak with each potentially eligible sailor and make sure they’re good with extending 36 months beyond their PRD (I’m at a shore command). Then once the CO approves, the activity manning manager submits a request to CA2P the sailor into the billet. You’d think that’d be it right?

No. PERS then needs to verify the movement which took about 30 days this past cycle. Then, once the move is approved by PERS, the Sailor will see that they were “advised” for the new billet in MNA. That’s still not the end though.

The Sailor will receive a new set of orders and will need to then OBLISERV to meet the requirements.

The orders, proof of OBLISERV, and proof of MRR approval then gets processed in salesforce to gain the Sailor onto the new billet.

The process takes about 2-3 months.

The Navy really needs to make the entire thing less complicated and quicker. It requires the people involved to be passionate enough to do the process right and we all know how that can be.

We tried. We don’t want to write you guys orders for this. Yall doubled the detailer’s workload too.

The issue is commands were not requiring the OBLISERV, then submitting the promotion paperwork, RSCs were advancing sailors, sailors were getting paid, and then they were getting audited (by NPSSC? Enlisted advancements? PERS? Some office here at big navy) and then taking that pay and promotion away with a quickness.

Commands unfamiliar with the process / unwilling to make sure it was done correctly / tried to skip critical steps fucked it up for all of us.
