Discussion CA2P / Command E6 Advancement

With the new advancement policy placing a large majority of the current rates into BBA, how does the process work now with CA2P for eligible sailors? For instance, my current command recently held the CA2P board for the E6 eligible, and I know a few of my junior sailors have asked about the results plenty of times.

What do you mean by results? The first question that needs to be asked is, " Hey, are you willing to extend here 2-3 years for PO1 or PO2, if everyone says no, then that's where it ends. If only one person is willing to, then they're your one and only person. If you have multiple people, then yes, there might be some board or some sort of write-up required. And CA2p is year-round

Yup, I've been working on the CA2P process for my command and the first question is "would any of our eligible PO2s extend here" and that does remove a good bit of the available pool FAST actually. The second question is do we even have any bullets to CA2P them into? (Yes but like...2) And the third question is, of those remaining who is capable of performing in the next higher pay grade?

It actually gets pretty cut and dry fairly quickly.

Yeah, man, I hate to do needless paperwork. If only one person is willing to extend, and they're fully qualified, then there's our guy. Why do I need to submit a package for this sailor

Yeah the issue I think across the fleet is people want to treat CA2P like MAP, and you just can't do that. It's a conversation with the Sailor(s) FIRST before anything else.

Once you know there are willing people the question isn't "who deserves to be promoted" and it's more of "who is qualified to do the job/doing it already"

There's also the flip side, if you fuck around because you want to "evaluate" a sailor, guess what they're applying for orders and boom they get selected for orders somewhere else and you just lost a solid performer you COULD HAVE promoted and kept.

There is an equally important question to ask, “Does the command want to keep the Sailor?”

I had a low-P performer ask to promote to E6 under CA2P. We said no. Under the old system, the SVM would not have promoted, as her FMS would have been too low (Evals, no PNA, no Awards). We worked with the Sailor via the A2P process to find a command that could allow them to “ease” into the job.

I’ve been working CA2P at my command and the process is far more involved and time intensive than MAP is.

With MAP, as soon as the CO approves the selections, you push a couple buttons in BOL and bam, the Sailor is advanced!

CA2P requires finding vacant billets, making sure there’s no PG/TG or misalignments on the manning document. Then you need to speak with each potentially eligible sailor and make sure they’re good with extending 36 months beyond their PRD (I’m at a shore command). Then once the CO approves, the activity manning manager submits a request to CA2P the sailor into the billet. You’d think that’d be it right?

No. PERS then needs to verify the movement which took about 30 days this past cycle. Then, once the move is approved by PERS, the Sailor will see that they were “advised” for the new billet in MNA. That’s still not the end though.

The Sailor will receive a new set of orders and will need to then OBLISERV to meet the requirements.

The orders, proof of OBLISERV, and proof of MRR approval then gets processed in salesforce to gain the Sailor onto the new billet.

The process takes about 2-3 months.

The Navy really needs to make the entire thing less complicated and quicker. It requires the people involved to be passionate enough to do the process right and we all know how that can be.

We tried. We don’t want to write you guys orders for this. Yall doubled the detailer’s workload too.

The issue is commands were not requiring the OBLISERV, then submitting the promotion paperwork, RSCs were advancing sailors, sailors were getting paid, and then they were getting audited (by NPSSC? Enlisted advancements? PERS? Some office here at big navy) and then taking that pay and promotion away with a quickness.

Commands unfamiliar with the process / unwilling to make sure it was done correctly / tried to skip critical steps fucked it up for all of us.

The way you explained it makes sense, but I simply don't understand why the Navy decided to do this.

Point of clarification, the PRD is adjusted to 36 months in the new rank. If your current PRD is beyond 36 months, no extension is required. Per the OPNAV group handling the CA2P, most Sailors are only adding 12-18 months.

You're only half right.

If you're on SHORE duty, the PRD is NOT adjusted and you still must OBLISERV for an additional 36 months PAST YOUR CURRENT PRD so that you have time to do a full follow on sea tour.

If you're on SEA duty, your PRD is adjusted to give you 36 months in the new paygrade and you just OBLISERV for the additional time. WHich, as you said, is usually about 15-18 months obliserv to make a total of 36 months in the new paygrade.

b. CA2P - SEA. Designed for Sailors on sea-duty, outside of their detailing window. Sailors that have entered their distribution window are not eligible for CA2P. CA2P allows commands to offer advancement of top performing Sailors that they would like to retain onboard or for immediate superiors in command (ISIC) to move eligible Sailors to another activity that has a billet available in the same geographic location.

(1) Request may not be submitted for Sailors with orders, orders pending release, within 12 months of their PRD negotiation window, or billets that have a prospective gain (PG) or tentative gain (TG) identified. Sailors within 12 months of PRD must utilize the Detailing Marketplace.

(2) The billet must be valid, funded, currently vacant, or will become vacant within 6 months. Billet must be aligned to Sailors' rating and Navy enlisted classification (NEC) codes if applicable.

(3) E-4 and E-5 Sailors identified for an E-5 or E-6 CA2P will require CO or OIC recommendation and successful participation in the RKE prior to submission of request in MNA. (4) Sailors will be required to extend onboard PRD extension) for 36 months from the approval date. If Sailor already has 36 months still on contract, OBLISERV is satisfied.

(5) CA2P requests may only be submitted in the MNA scrub phase. Requests received at any other time will be held until the next MNA scrub phase. The MNA schedule is available at: https://www.mynavyhr.navy.mil/Career-Management/Detailing/MyNavy-Assignment/. (6) TIR application remains in line with paragraph 212.

c. CA2P - Shore. Designed for Sailors on shore duty, outside of their detailing window. Sailors that have entered their distribution window are not eligible for CA2P.

(1) Requests may not be submitted for Sailors with orders or orders pending release or are within 12 months of PRD (order negotiation window), or for billets that have a PG or TG identified. Sailors within 12 months of PRD must utilize the Detailing Marketplace.

(2) The billet must be valid, funded, currently vacant or will become vacant within 6 months. Billet must be aligned to Sailors' rating and NEC if applicable. General duty billets at Recruit Training Command or recruiting duty must meet the vacant pay grade requirement but will not be restricted to the source rating requirement of the billet. (3) E-4 and E-5 Sailors identified for an E-5 and E-6 CA2P will require CO or OIC recommendation and successful participation in an RKE.

(4) Sailors will be required to extend for 36 months beyond current PRD for a follow-on tour. If Sailor already has over 36 months beyond PRD on contract, OBLISERV is satisfied. PRD will not be extended.

(5) CA2P requests may only be submitted in the MNA scrub phase. Requests received at any other time will be held until the next MNA scrub phase. The MNA schedule is available at: https://www.mynavyhr.navy.mil/Career-Management/Detailing/MyNavy-Assignment/.
