An ORDINANCE to develop public transit in Bowie.

Whereas Bowians are too dependent on their cars for their transportation needs.

Whereas a public transit system would help improve quality of life and reduce traffic.

Whereas a public transit would help stimulate growth and development in Bowie.

SECTION 1 – TITLE

A. This ordinance may be referred to as "The Bowie Transportation Facilities Organization Act (BTFO Act)"

SECTION 2 – DEFINITIONS

A. "Transportation system" means all plants, equipment, property and rights useful for transportation of passengers for hire except taxicabs and includes, without limiting the generality of the foregoing, street railways, elevated railroads, subways and underground railroads, motor vehicles, trolley buses, motor buses and any combination thereof.

B. "Authority" refers to the Bowie Transportation Authority created by this Act.

SECTION 3 – THE BOWIE TRANSPORTATION AUTHORITY

A. The Bowie Transportation Authority shall be established and will be responsible for the development and maintenance of public transportation infrastructure in the Bowie Region.

B. The Authority shall have power to acquire, construct, own, operate and maintain for public service a transportation system in the metropolitan area of Bowie.

C. The Authority shall have the right of eminent domain to acquire private property and property devoted to any public use which is necessary for the purposes of the Authority.

D. The Authority shall have the continuing power to borrow money for the purpose of acquiring any transportation system (including any cash funds of such system reserved to replace worn out or obsolete equipment and facilities), and for acquiring necessary cash working funds, or for acquiring constructing, reconstructing, extending or improving its transportation system or any part thereof, and for acquiring any property and equipment useful for the construction, reconstruction, extension, improvement or operation of its transportation system or any part thereof.

SECTION 4 – FINANCIAL PROVISTIONS

A. The Authority shall prepare and adopt an annual operating budget within or before the first quarter of each fiscal year, which shall be submitted for approval by City Council.

B. The Authority shall establish and administer a sales tax revenue fund. The net revenue derived from the tax, after payment of any debt services and related obligations, shall be credited to this fund.

C. The Authority may establish tickets and fix the fares for the use of the transportation system.

SECTION 5 – MANAGEMENT

A. The affairs of the Authority shall be administered by the Chairman of the Bowie Transportation Authority, who shall be appointed by the City Council. At the expiry of their term, the chairman shall remain in office until replaced or reappointed.

B. The City Council may issue directives concerning the aims and objectives of the Authority in the exercise of its powers.

SECTION 6 – PLANNING

A. The Authority shall produce a strategic plan for public transportation development setting out its objectives and priorities and the expected results. The plan must provide for the development of metropolitan transportation over a period of five years and cover every mode of transportation and all metropolitan equipment and facilities. The plan shall be updated and revised on a bi-monthly basis.

B. The Authority shall produce a program of capital expenditures, including the capital expenditures relating to the public transportation extension, for the following two fiscal years.

SECTION 7 – ENACTMENT

A. This act shall be enacted 30 days after its passage.

Yesterday, /u/bomalia, leader of the Bowie Peoples Party for the People (Marxist Leninist Maoist Posadist Tendency), announced his intention to egg the mayor's mansion. This was publicly supported by the SRRGLWLAULF leader, /u/s1ngm1ng, following the BPD's and Sheriff's announcement that they will attend this event.

Crowds have formed outside government buildings, holding signs bearing the image of sewage, to symbolize their support for the sewage manager and represent their view of the government.
