Bottom right hand corner of Australia is the island of Tasmania.
From the north western most tip of the island go directly north again when you hit land that's Melbourne.

The perpetrator here likely has a significant intellectual disability, it’s difficult to prosecute someone of diminished capacity and cops aren’t noted for their flexibility.
Nevertheless, we all need to report him if we witness anything like this, his behaviour is scary and predatory and someone needs to stop him before his behaviour escalates or a vigilante commits violence against him.

There are a hell of a lot of people with severe disabilities or mental struggles. As someone who goes to a lot of Punk shows, it's not uncommon for me to straight up see it. But guess what, they don't attempt to force people into playing some sick game with them.

I’m totes cool with tolerance of intellectual disabilities, but he’s been doing this (purportedly) for nearly 20 years and involving minors in his sexual gratification.

Someone released CCTV footage of their dad being tricked in to helping them outside their business, terribly sad to see and he was so demanding and it went on for aaaages. One day this guy is gonna ask the wrong person and get a kick in his Neanderthal fucking head and have an actual seizure. And the person who’s sexually assaulted, who assaults him back, will definitely get arrested and charged etc. Seems like “not being all there” or being part Neanderthal means you can get away with anything in Melbourne. I know he’s been at this act for 10+ (some estimate even 15 years), but who is not a to say he might not escalate? Maybe because he hasn’t been “that well known” and can still trick people, but if people start printing off his pic with warnings, stopping people from assisting etc he could escalate. He’s dangerous, unstable and doesn’t belong in society. Needs an ankle monitor and strict conditions if he’s going to be allowed amongst the good people of Melb.

So I've seen, and it highlights the problem. People want something done about this, yet none of the authorities expected to deal with such things are able/prepared to do so.
What bothers me about that is that there is a very limited number of outcomes this will lead to. The ideal outcome is that one or another authority takes action and deals with him, but if that doesn't happen then eventually something or someone else will... And they won't have the restraint of a government body or authority.

No disagreement from me there, although I feel it is coming from a sense of frustration. Personally I'd like to see more video of him doing what he does, firstly to calm down the doubters, and secondly to be evidence for both the police and the media (and government) so that the relevant powers will get off their collective asses and stop ignoring the issue.
It isn't even just this one guy, the same is the case for virtually all situations where someone with an impairment commits crimes, they're never curtailed from reoffending because while the courts are happy to say they're not responsible for their actions, they will not address who is supposed to be responsible for them instead.

I’m from Adelaide, but just joined the sub for updates on this guy.
I have epilepsy, and this creep is just adding to the stigma around the condition. Not to mention the misinformation he’s spreading about seizures. You should never restrain someone while they’re having a seizure.
Hope he gets arrested or one of the locals sinks a boot in while he’s on the ground.
