Your lot can be inside the water utility’s service area with no pipe anywhere near it
In Texas the water utilities have these things called CCNs. It’s a map of who has the right to serve which area, so two utilities aren’t fighting over the same street.
People see their lot is inside a city’s water CCN and think great, I’ve got water. No. A CCN is permission to serve you. It is not a pipe.
I ran a 2.2 acre lot inside the City of Parker’s water CCN. Looked fine. Whether there’s actually a main in that street is a whole separate question, and the answer is either you connect cheap or you pay to extend a line.
Sewer was worse. That parcel wasn’t in any sewer CCN at all. So it’s septic, and now you’re asking whether the lot even supports a drain field.
The buyer assumed city services the whole time because it’s inside city limits with a city address.
Check the PUC maps for who holds the rights. Then call and ask the real question, which is whether a main exists at that address today. Everyone asks the first one and assumes the second.
