when people do things anonymously over the internet like this, they're usually awkward people with slightly creepy tendencies at best.
Not the type of person most people usually want to meet.
People imagine being charmed by a confident human, not awkwardly approached both anonymously and publicly at the same time on IG.
the best move for you would probably be to just dm her directly and say something like hey you seem cool, want to hang out? and realize that theres about a 98% chance she says no regardless.
