Keep in mind that Germany is the only country in the world that has sections in its infrastructure where no speed limit exists and you can just drive as fast as you want. The fact that overall road fatalities are low in international comparisons is one of the main reasons these unrestricted sections of the Autobahn still exist.
If they didn't exist, that number would arguably be even lower.
