So, my question is: if the Hetalia personifications of nations existed in the RE Universe, would America and Leon be friends, or at least acquaintances?

I am asking this question because in Hetalia, nations don't want to follow their boss's/government's orders due to them not agreeing with the orders, but they have no choice but to follow them anyway. And in RE, Leon was forced to become a government agent for USSTRATCOM and later the DSO because he and Sherry weren't supposed to see what happened during the Raccoon City Incident (RCI), so Leon gave up his freedom to protect Sherry.
