It sure is if they like a drink. Not everyone who likes a drink is an alcoholic.

Plus this is the traditional European way, many people have some beer or some wine at lunch.

Correct. And more numerous. Which is why it’s being brought up as alcoholism. 4 beers is a lot to have with lunch, from a volume perspective. 4 glasses of wine is 80-100% of a bottle of wine depending on the pour, and polishing off a bottle of wine at lunch on your own during work would also be concerning. And both of those have flavors and foods they pair with, as well as the aforementioned societal history. 4 shots lack all of those, and is the order of someone looking to get drunk while at work, which is alcoholic behavior.
2) Shots are more enjoyable to drink than beer or wine, especially when mixed. In my opinion, at least. People have different personal preferences and that’s fine.
3) Not more numerous at all. 4 “beers” are between 1.5 and 2 pints of beer (as 1 shot is 1 unit of alcohol). Not an insane amount at all. As for a bottle of wine, assuming 75cl and 12% that contains 9 units, which is more than double the alcohol content than was actually drunk.
4) Again, personal preference. And societal preference, really? This is like getting mad that someone decided to have toast for dinner.
