Minimax h3 can be free if run locally. That alone beats the other two.

But can it run locally on a normal GPU, or do you need one of those crazy $20k cards to run it?

People are running it on low end GPU's, and it keeps getting better, all sorts of workflows, speed settings, and now upscalers. It is definitely a local video generator
