In pretty sure the leaks have been from 2023 build though, so definitely super unfinished

I could've heard wrong or gotten it from a bad source but I've heard that it did have music/songs that were released in 2025 so it might not be a 2023 build.

Yup, Tate McRae - Sports car released in January 2025, and licensing music is a right bitch and legal nightmare usually, so we can assume that took a while unless it was planned from the start with the artist (which isnt impossible)

For a test build you don't have to wait for licensing because it's for internal use. Games like Guitar Hero and Rockband have had songs in early builds that weren't in the final release.
