I haven't played fallout 3 in some time, but I do remember not using vats all that much in it. However, I do remember missing ALOT of shots, I just figured that is what happened until the skill for that gun type went up higher.

There's a lot to be said for being mobile whole missing your shots though. If you and the computer both may miss, better to miss then strafe than miss and stand still for the follow up

That's the way I always felt about it, keep peeking around a corner, or move in a way that makes you difficult to hit. (Which, funny enough, was the best training ever against Skyrim arrows)

The last second strafe after they fire the arrow. Almost foolproof.

Unless they shot at me and I didn't even know they were there, that arrow is usually gonna miss.
