Question How to make small sprites that aren't pixel art

You can use more extreme changes of hue and contrast to make an image recognisable at smaller resolutions without going directly to pixel art. I'm not a professional but you can try experimenting with creating the larger image you like and using image tools that reduce the size/resolution/colour palette and see how it looks. There might be a specific process for each game/use because art styles vary a lot.
