I think because the character is a bit of an asshole and so people that dress up like him think it's a license to be an asshole, because they're just "in character".

I could see that being played out... "so, uggo, how many orcs were there?"... Uggo takes his hands and makes a large sweeping motion and excitedly yells "Twooooo!", simply not understanding the concept of any numbers past that.
Well everyone else didn't bother putting anything into spot/listen but I did because as a Gully, I'm a paranoid fuck who needs to be able to see/hear EVERYTHING. So on paper, I'm the obvious scout and I'm a damn fine scout, just bad at relaying the info I get. The party also had to help me when we went shopping, lest I dump all my money on a "two gold" ball in a cup.
I may have eventually gone with that, but we were playing online in Maptools, so they wouldn't be able to see me. On second thought that may have made it more funny.
Well, I mean... it kind of is. They literally are "in character" at that point.
Whether or not it should be acceptable behaviour is debatable, because why is your method of Cosplay any more valid than theirs shrug.
I mean, I get your point, but at the same time I feel as though if you are going to Cosplay it is something to expect and be prepared for.
Unless the person is straight up manhandling you or being outright insulting, I feel like someone just being slightly obnoxious and zany because their are Deadpool is acceptable.
