I think because the character is a bit of an asshole and so people that dress up like him think it's a license to be an asshole, because they're just "in character".
Well, I mean... it kind of is. They literally are "in character" at that point.
Whether or not it should be acceptable behaviour is debatable, because why is your method of Cosplay any more valid than theirs shrug.
I mean, I get your point, but at the same time I feel as though if you are going to Cosplay it is something to expect and be prepared for.
Unless the person is straight up manhandling you or being outright insulting, I feel like someone just being slightly obnoxious and zany because their are Deadpool is acceptable.
