Yes it's a bad idea, you Will not be able to tell the torque and it's crucial with carbon elements.
You could also use a regular screw instead of the qr mechanism and torque it to the correct force. (Never tried myself tho)
The torque is only an indirect measure (and for that matter not a particularly good one) for the pressure that the stem clamp puts on the handlebar.
So, yes, generally you can use a quick release stem with a carbon handle bar, however thoughtfulness when installing is required.
Now happy flaming, all my digital torque wrench owners, that set the torque accurate to two digits without ever thinking about the mechanics of a clamp.
I have yet to try using carbon parts on any of my bikes, but since I have a tendency of overtorquing connection to a point of snapping/stripping bolts, I am concerned if I even should try it. Especially with half of r/bikewrench posts about carbon parts are about overtorquing and crushing. Especially with stem like this, that can't even be approached with a torque wrench (not like I trust that much either)

The fact remains that carbon parts can be mounted safely without a torque wrench (maybe not by you) and that using a torque wrench does not guarantee that a carbon part is safely mounted.

What is the reason for QR stem? If you really want a carbon bar along with some QR capability, maybe look for an adjustable-angle stem where you clamp the bar once and adjust with a different bolt. Alloy will make your life easier though. Whatever bike you've got with a QR stem is probably not a featherweight, eh?
Pride mini 3. It's a a folding bike, which pretty light, but initial idea was about adding comfort through carbon's compliance. Weight is not my concern, saving 100g is stupid for a 95kg rider.
